The High Tide is an atmospheric event that plague the city during winter months (mostly) the phenomenon is a sum between a particularly high tide and a warm wind form south (scirocco) that blows the Adriatic sea water into the lagoon increasing the tide itself...
However the High Tide it’ s not so frequent and it does not last more than a couple of hours so don’ t be afraid !! it is not dangerous at all, the damages are on the economy of the Venetians owners of a commercial activity, they pay the price for such a disease.
It may sound weird or cynic but for a tourist high tide could be a funny moment, however you can feel a great sense of solidarity.
